    REQUIREMENTS FOR SUBMITTING DIGITAL DATABASE FILES FOR HAWAII ONE CALL



    One Call Concepts’ mapping system (MSL) is based on NAD83 lat/lon coordinates.

    We do have the FME Suite Universal Translator that can convert most database formats. The preferred
    formats to submit are MapInfo MidMifs, MapInfo Tab, ArcView Shape or TIGER. When sending digital data,
    please supply all information necessary for processing. For example; the coordinate system used (lat/lon,
    UTM, SPCS, etc), the datum (Nad27, Nad83), the UTM/SPCS zone, meters or feet, etc. Sample file formats
    are available upon request.

    Please adhere to the following guidelines when submitting electronic data:

    1. Separate data by state, county and district code*.  For example, if you have facilities for ABC01 in county A and county
    B, submit them as two separate file sets with the county name/number as part of each file name.  If you have facilities for
    district codes ABC01 and ABC02 in the same state/county, submit them as two separate file sets. If you’re not sure of

    2. Be sure your polygons do not cross county borders.  Any polygons that exceed a county border by 200 ft. or more will
    not be processed until corrections are made.
    3. All files must contain polygon data (not lines) for your coverage area.  We will not modify the coverage area as defined
    in the data files. We will process what is submitted.  This means we will not convert lines to polygons.  The desired
    buffering should be done before the data is submitted.  Once the data has been processed, we can and will make
    modifications as requested.
    4. Do not use a smaller polygon contained by a larger polygon to exclude service area.  The “donut” or “O” should be
    broken into two “C” polygons or you will be notified for the entire area defined by the larger polygon.
    5. Minimize the number of polygons and points used to define your service area.  For example, if you want coverage for a
    multiple blocks (in a single square area), please do not submit four polygons (one for each block) when one polygon
    covering the entire area would define the same coverage area.  If you have a polygon covering a city block, a fourpoint
    polygon will serve the same purpose as a 100point
    polygon.  It’s not necessary to have 25 points in a straight line when
    two points would define the same line. We store and evaluate each polygon and coordinate point so excess can, and will,
    affect the performance of MSL.
    6. No single polygon feature should contain more than 9,000 coordinate points, as TIGER format does not support this.
    As mentioned in Item 4 above, an excessive number of points can create a huge burden on MSL and limit the ability of
    future modifications done to the feature in question.
    7. Please do not include any other data (i.e., streets, rivers, etc.) with your submission.
    Once the translation has been completed, we will send you maps to review and verify your coverage area.
    Data will be activated as soon as possible upon approval of the proposed coverage area.
